Seems to me you are really arguing or a business policy to be adopted by platform that use content creators to offer them a minimum monthly stipend, aka a "Minimum Monthly Platform Stipend?"
I could imagine Fox News and every other Conservative media outlet, if they hear about it "Universal Creative Income", could spend months demonizing it without ever correctly representing what it actually is. Something to consider if you really want this idea to take off.
Could just be the masterstroke a platform needs to push ahead. A platform that has strong cash flows in place can fund this model and give their creators more space to take risk on their work.
That could result in a big win for creator and platform with the right bets.
My takeaway is just a feeling / mostly a fear... and it's that I don't want more "content creation" as much as I'd want to see real meaningful/thought-provoking art. Europe has put a lot of money into the arts and has creative stipends for music venues to pay touring bands and encourage culture. I wonder where we could find some numbers or feedback on that.

There is a way to charge for non-excludable, non-rivalrous content (as you allude to) – patronship, tipjars/PWYW, and other voluntary donations -- and the FairPay framework suggests ways to expand on that. The thesis is that artificial scarcity is artificial, and the real way to sustain such goods is to pay for future creation, The problem, of course, is getting patrons to pay. But increasing numbers are willing, if the value proposition is framed right and appeals to fairness are effective and/or enforced. for the platform itself, i think a federated group of platforms makes more sense to me, instead of a singular. maybe.
